cgi permission error

The problem i am facing is this.I am using php with apache on red hat linux.I tried to work around on perl.First i tried to execute one sample cgi program test.cgi.But it is giving error number 403.

'Forbidden....you don't have permission to access /test.cgi on this server.

I have already given read and execute permission to test.cgi.Do i need to configure anything in my apache configuration file for this.
Could any one help me to solve this problem.

yes.perl is already there.For your information it is shipped along with red hat.
