date trigger in MySQL...

Hi, my web page is in a server where i can´t put a cron and i´d like to do this:
Have a list of people,their email and other time or datetime in the database to send some emails when the field datetime is ok to the actual time....but i don´t know how to do...don´t know if in MySQL exists the triggers like in oracle...I can do with a client visiting the web page where i test the time all time but this is not cool...Any idea...???thnaks....

let a php script run eternally in a loop (don't forget to change the maximal execution time) and check the database all 10secs... or pre-load a time-slice and cache it in an array to lower db utilisation...
