Email Auto Respond w/dbSupport

I would like to know a way in which a message could be sent to an email account. There would be an auto responder attached to this account which would parse the incoming message for "search codes" then use these codes to query the db(mysql) and then format a message based on the results. Then shoot out the new email containing this information.

Linux/Windows?

It will be implemented on a linux server that has php4.0 and mysql installed. Could it also be implemented on a client machine that checks for email and then sends this info to a web page to generate a reply.
