There is a product put out by the Active-State Programmer Network called Komodo. I've seen it in action and toyed with it a bit, though am far from an expert in it's use. It provides a nice debugger, and an IDE type set-up that can, when configured correctly be really nice. I do like VI (personally preference), but this package does have some nice features. I think it's free to the public and for educational uses, while they ask a fee for professional use of the product, though I'm not entirely sure on that. check it out an let me know how you like it, again I'm not too familiar with it.
Oh, it is Linux based and I have no clue whether there is any windows product like it.
