Pattern matching / replacing

I need to replace characters in strings (in this case a space) except where the space is within a string bounded by quotes,

i.e. from:

"this that" and the other

I want to generate:

"this that"&and&the&other

Anyone got any nifty ideas???

Tricky. I have done a similar thing with replacing BR's with newlines only outside table tags:
