Best Way To Layout

If you were to setup a layout like so...

[___header]
| | | |
| | | |
| | main | |
| | | |
| |____| |
[footer___]

say this was index.php and you wanted a different file for each part, how would you set it up THE BEST way? And still set options for the different sections.

index.php - template/layout
main.php - content
header.php - header
footer.php - footer

well lets say you wanted todo a index.php?news or index.php?downloads

thats what i was getting at really.

If you are accessing the page as

index.php?my_variable=my_value

you should still be able to access $my_variable inside the included files with out any problem.

Just reference the variable as usual in your header.php, footer.php, etc. and they should still see it.
