Help on figuring out how to do this

I have a page that has 10 images on it. Well actually, I have two sets of the same 10 images, one for high speed connection and one for low speed connection.

I want to notifiy the user and let them choose which one to look at. You know, BEFORE the images start to load, have a pop window ask, "High speed or Low speed, good quality or poor quality pictures?"

So I need something that allows code to pre load images based on user input.

Can this be done?

yes. Through javascript, or through php, or through both. PHP would require that the page just put a link there where the images would that asks high or low, then sends args to the page itself telling it which one to load.
