If you are new to the industry then try using a WYSIWIG (What You See Is What You Get) editor such as Macromedia Dreamweaver or Microsoft Frontpage (Urgh!).
Dreamweaver is the best to go for and demo versions are available off the internet.
To accomplish the task that you require, simply split the site up into what's known as a frameset. The help files in dreamweaver will tell you how to do this.
I would advise against using layers (refer to the help files in dreamweaver) unless you only plan to develop your site for internet explorer and netscape navigator 6 and above. Earlier generations of these browsers have different ways of handling layers and will almost definately make your site look naff in different browsers.
