can anyone explain this mailto: problem

I have created an email link as follows:

$subject="Subject text with multiple words";
<a href="mailto:[e-mail]?subject=$subject>email me</a>.

Most messages sent this way are normal with the subject line correctly filled in. Sometimes, though, the email messages I get contain a subject line that has been url encoded like subject="Subject%20text%20with%20multiple%20words".

I haven't been able to tell if this happens with a particlar web browser or email client. This works fine with Outlook Express. Does anyone have an idea?

might be through the web mails as they pass the parameter from one page to another and it is possible there
