reg ex - all tags except for br's

I have to add id="&" to all the tags in a string, except for br tags and ending tags with regular expressions. Currently I am using this expression:
<[^/][b][r][>]*
but it doesn't work like it's suposed to.
hr tags aren't replaced but tr and b tags do get there id="&"! This is the part I can't figure out 🙂 Also ending tags get their id

Any help would be appreciated!
