yes and no.
Every network-enabled computer has a 127.0.0.1 address to be able to talk to itself (a loopback interface)
If the computer is also connected to a network, it will also have an 'external' address. (When you dial in, the DHCP server at your ISP gives you a new external IP)
Then you can also talk to your own computer through that address, but 127.0.0.1 is the default for talking to yourself, so that is used instead.
