HTML Validator project in PHP

The task assigned is to create a HTML validator written in PHP. I work for a University and the goal is to provide a tool for professors building there own course websites, especially those who claim to need no help from us and are building very poor sites as a result. Some of the features I am looking to include are as follows...

check for...
-properly nested tags
-file sizes
-image sizes
-broken links
-poor design (ie. scrolling marquee, blink text, number of colors, etc...)

So I thought I would drop this thread out here hoping for some feedback/ideas/resources anything to help me on my quest. All thoughts from brilliant minds will be greatly appreciated.

the C code contest for most non-understandble code was a WAP validater, so you might get help there.

BUT REALLY............

if this is for a university, you should just provide web templates, and online interfaces for the professors to enter text, and have features to add files and form surveys and quizes or whatever else.

that way you don't NEED this tool that is still going to result in shitty web sites designed and maintained by people that don't know HTML.

they will probably use Frontpage, or word export to HTML to do it anyways, and that HTML code is a nightmare.
