Why won't this work?

What is wrong with the following? I get a parse error when I try to use it.

$tempdir = "/go/somewhere/now/temp";
$newdir = "/some/where/else/$newname";

function rec_copy ($tempdir, $newdir){
mkdir($to_path, 0777);
$this_path = getcwd();
if (is_dir($from_path)) {
chdir($from_path);
$handle=opendir('.');
while (($file = readdir($handle))!==false){
if (($file != ".") && ($file != "..")){
if (is_dir($file)) {

rec_copy ($from_path.$file."/",
$to_path.$file."/");
chdir($from_path);
}
if (is_file($file)){
copy($from_path.$file, $to_path.$file);
}
}
}
closedir($handle);
}
}

I'm not quite sure of the problem, but I think this line could be a problem

while (($file = readdir($handle))!==false){

the == should be just =

it may be equivalent to say:
while ($file=readir($handle)) {
