opening files in local hard drive

I'm having trouble opening files on local hard drive. I'm doing this using fopen. It keeps giving me error on no such file or directory.

What really happened? Do I need to do any configuration before I can read or open files on local hard drive?

Need help urgently. Thanks in advance.
