How can I block HTML tags in someone's input?

Use this built in function

$var = strip_tags($var);

This will strip out all the HTML tags for ya.

Not sure what you mean by "block". But the php manual (you did look in the manual before posting a question didn't you?) describes a function called:

htmlspecialchars - "This function is useful in preventing user-supplied text from containing HTML markup, such as in a message board or guest book application..."
