Simple Thumbnail Module

My web host doesn't support any graphics functions (i.e. GD lib, ImageMagiCK, etc...) I need to find a really simple module that runs under LINUX 7.1 that I can call from PHP (i.e. exec()) that accepts:

source path for fullsize JPEG
destination path for thumbnail JPEG
thumbnail height
thumbnail width
thumbnail quality

Anyone no of a really simple module like this that I could place in my cgi-bin and call from PHP or PERL???
