Passing Variables

I have this problem where PHP is intermittently not passing variables from forms to the PHP scripts they call. It is inconsistent, sometimes working and sometimes not. Anyone have any ideas about how to fix this?

Details: Windows 2000, Apache 1.3.20, PHP 4.06, MySql 3.23.42

It is hosted locally and I have full access to the server to do anything. I am rather newbie-ish to the whole thing, so please make your suggestions in simple language. 😉

See both of those text files. One is a form that calls the other to update a news post, simple webmaster stuff. I get the error that $id doesn't exist.
