what is the fastest and easiest way for to learn php with no prior programming expeirence?

Read basic tutorials, or buy a book.

Get an old PC (or dual boot yours) and install Linux. Do it again a couple times. Get the source code for Apache and PHP and whatever database you want to use and install them. Do it again a couple times.

Once you have everything installed properly, write some code that simply outputs some HTML. Then add some code to extract data from a database. Try creating a form that sends the data to a PHP script that inserts the data to the database. Play and try things. Experience is a great teacher.

This one, www.php.net (especially www.php.net/tut.php), www.zend.com (www.zend.com/zend/tut/), http://www.hvt-automation.nl/yapf/, www.devshed.com has a PHP section as does www.faqts.com; all of them have links sections. There's also something at www.thescripts.com, www.planetsourcecode.com and www.tutorialfind.com.

But, more importantly, to paraphrase Eric S. Raymond: "Read code and write code". No amount of staring at tutorials will replace the need for this; there is no royal road.
