including HTML and PHP from a file

how can i inclue the code from another file, into a page.

I have done this before with, SSI and Microsoft page includes.

Problem with page includes is that once its included in one, it cant be loaded till another till that page is closed.

Is there any way I can do this, that way i Can load a menu into a cell, and have it change by just changing the text file.

I do not want to use FRAMES.

I am not sure I understand but have you overlooked the functions "include()" [http://www.php.net/manual/en/function.include.php] and "require()" [http://www.php.net/manual/en/function.require.php]?
