I need a file (e.g. createThumbnail.php) such that if I were to call createThumbnail.php?file="example.jpg"&x="50"&y="50"

It would return the appropriate resized image

In otherwords, I would like to include the html code:

I would advise against this. Creating thumbnails is slow, and you basically just genereate the same thumbnail over and over again, wasting resources.
instead, use some thumbnail creator (they are abundant) and create static thumbnails.

This is very true, but you can still do it using the GD library functions, as long as you aren't using GIFs.

To avoid the problems of continually creating the same thumbnails, you should implement the PEAR caching class.

If you're thinking of caching, then why not just save the thumbnail to disk and mark it as 'thumbnail available' in the database, or do something like:

if (file_exists("thumbnail.jpg"))
{
// give thumbnail from disk
}
else
{
// generate thumbnail and save to disk
}
