Want to use PHP to update INI file

I use a freeware email server/list server as well as Apache.

I'm interested in creating a page which will allow list members to subscribe and unsubscribe themselves. The membership list is an INI file. Does anyone have suggestions for building a PHP page which will allow users to add and delete their email addresses from this INI file??

I don't know PHP, and am a novice programmer at best. Any help is much appreciated.
