Cache-Control:Public equiv 4.06

Our sys admin recently upgraded our php to v. 4.0.6 from 4.0.4 and this line of code no longer works!

header("Cache-Control: Public");

If anyone knows of an equivalent for v. 4.0.6 I would greatly appreciate it.
