Browser/PHP in an application like look

Ok see If I can explain this:

I have noticed like STAMPS.COM and UPS.COM and USPS.COM and WINMX and programs like this have a program like look, and they pull websites up inside of them.

I am creating and application for a client of mine, and I want the look of a program but I want to code in PHP, cause that is all I know.

How do I go about creating something that looks like this.

These "application" interfaces are just that. Interfaces. You can write them in Javascript, PHP, ASP, JSP, HTML, XML, or any other language you can mix with HTML. PHP and other languages like it would help in creating a dynamic front end for topics/areas that would be changed often. If its more static like stamps.com then just do it in HTML. Don't think you guys are understanding, the interfaces are kewl and all, I know hwo to create static interfaces, but for examples

STAMPS.COM has a software you can download, and run from your machine. Once you install it, it is a software program, and has the look of a real windows application but all the stuff that pulls up in it is webpages. Just like winmx / bearshare / morpheus, there application you download, the first page you see inside there program is a website, how are they pulling websites up in there program, i know this is not php, just didn't know who or where to ask? More of a VB question I suppose.

I think, they include MSIE in their applications.
This is possible via COM/DCOM,
look at the developer-pages from microsoft !
