How to enable GDLibrary at Windows?

I would like to enable or add the gdlibrary option in php so I can create smaller thumbnails in filesize under PHP 4.06 at Win2K...

the gd_library is included in the full version of php in windows(the 4++ megs file)
if you downloaded the full version you jsut have to uncomment the line that say extension=php_gd.dll
or something similar..
i can't quiet remember the file name...
if you downloaded the smaller version then you have to find someone to send you the dll file or something
