Block certain HTML Tags?

My friend runs a website (basically an online message board role playing site) and uses php. I recently found a few HTML codes which could more than render the site useless (IE: the Meta refresg code).

Is there any way to block certain HTML codes? (IE: being able to block EMBED, and META, and those kinds of codes, but not FONT, or IMG)

Any, by block, I mean, it either it doesn't work, or it isn't allowed to be posted.

Any insight would be helpful.
