MAX of a MIN set

I am trying to find the highest of the lowest scores a user scored. Another way of saying that is finding the best of the worst.

I can find the lowest score a user had by doing a simple MIN(Score) in SQL. But then I need to essentially find the MAX(MIN(Score)) and SQL isn't letting me do this.

Is there another step in PHP I can use to find the MAX of the array I get from the initial MIN(Score)?

I'm bringing 2 fields into the array fromthe MIN(Score) statement: Score, UserName. I want to display the user who had the highest min score along with what that score is. If more than one user has the same highest-lowest they all should appear with their matching scores. How do I create a 'while' statement for this if this?

That doesn't make sense - "best of the worst"

Let's say that the user had this scores:

1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 113, 14, 15

So, the lowest of his scores is 1. And the highest of that is, of course, 1! The maximum of the lowest score is always the lowest score!
