webl Vs php

i was looking into compaq's webl the other day and i was wondering what the advantages it has over php when it comes to crawling over the net. i can basically use fopen to get html contents of anypage online and parse it for specific html tags, so what does webl offer more? does anybody know?

Um, more people know PHP? Licensing (compare Compaq's license with PHP's)? Since Web Language is written as a "standalone Java program that is highly dependent on the hosting platform", as opposed to PHP's C, I'd be interested to know what sort of performance it can manage on equivalent tasks.
