Use 2 dropdown menus to open in frame?

What I am trying to accomplish is to have 2 dropdown menus (on a framed page)one with a list of US states and the other would be populated by a query from the database. When a user would select a state from the first drop down menu and an option from the second drop down menu it would open the result, which would be a url, in the bottom frame.

Any help would be appreciated,

What your talking about seems to be client-side, with no submit button, as PHP is server-side you need to use Javascript, which someone may help you with (not me as I hate it and hardly ever touch it) but the JS forum as www.devshed.com is a good bet.
