I have put below meta in <head> section, but IE(both 5 and 6) still can not auto-select the charset, it regards as "ISO" only. Help?

BTW, I just upgraded Apache to 2.0.35 and PHP to 4.2.0, and win98 to win2000, before that, the same script works well.
