getenv("HTTP_REFERER")

i'm trying to build an affiliate program. i'm running php 4.1.2 on apache 1.3.23 for windows and http referer doesn't seem to work.
i only use a config.php file that uses $referalurl = getenv("HTTP_REFERER", but it's always empty and i don't know what to do. if somebody can help me i'll be grateful.

did you try just $HTTP_REFERER? or $GLOBAL["HTTP_REFERER"] ?

yes, i tried but failed. but now i think is the scope. i'd be glad if you or someone else can help me. for instance, i have my "index.php" on server1, and this one includes "check.php" on server2. now i have noticed, too, that i set one variable, for instance "$idaffiliate", in server1, and is not set in server2, but other environment variables like "HTTP_USER_AGENT" or "REMOTE_ADDRESS" did appear correctly. why can this happened?.
