One Page for ALL content

Hi, I am very new to PHP. My question is this. I am designing a website that has a massive navigation. A network site that has navigation on both sides. What I would like to know is.. how can I use ONE page that has the navigation on it to be a template for every page on my website. This way when the navigation changes, all i have to do is update that one file. Any help would be appreciated.

create a template file (like "index.php") with all of your formatting and navigation and pass a variable to it for specific content, ie:
index.php?page=products
index.php?page=contact
The specific content data can either be stored in separate files which are include()'ed from the template file or from a database thru SQL queries.
