Javascript does this very easily, find any clock script and modify. I'd just use the php to get the origional times. PHP is for serverside processing, not client side processing. I don't think you really want to page refreshing constantly. By using frames you can make it less disruptive but it increases traffic, can be slow on dialup and for not real gain.
