Dial up modem through browser - code

Currently i'm developing an automation and SCADA system which involved dial up application. I'm facing problem that is....
we cannot find a source code ( php ) that can dial up a modem through a browser. Can php do this task ? ........or ( if there are ) what other languages do u prefered to do the same task as above.......
if possible ....plz provide some source code or url ..........

The only way for PHP to do this would be to call the relevant system commands, using system("command"); However it will only do this on the local machine.
