Setting and Checking many cookies

I'm building a top 100 script, and would like to make it as hard as possible for users to cheat, and vote for a site multiple times, so I figured I would set cookies and record IP addresses. Easier said than done, as i've found.

My problem is setting the cookies.

Say user (A) clicks the vote link http://.../vote.php?site=website from another site.

It takes him to vote.php on my site, where it then does 3 things. 1)Checks to see if he's already voted for that site. 2)If he hasn't record his vote 3)Set a cookie for next time he tries to vote.

I can't figure out what kind of cookie to set, since I want the visitor to be able to vote for all the sites, but only once per site. I can't just set 1 cookie, it would have to be 1 cookie per site.

So how do I determine the name of the cookie to set and how do I later check to see if that cookie is set?

how are you storing the votes? the best way to go about this (as far as i am concerned) is to insert the IP address with each vote (or site or whatever you want to restrict one person to) and check for the IP address in the database before you add their vote. you can find their IP address through the reserved variable 'REMOTE_ADDR' in PHP.

Thanks but I want it to be more strict than just checking IP's. A user could easily sign off (assuming they have dial up) and resign on with a different IP and vote again.

Same with cookies, they could just delete them and vote again, but I think if I used both ways it would prevent most attempts of cheating. So my thought was I would use both cookies and IP's.

IP's are easy. How do I set multiple cookies though?
