File question

Hello all
If i have a file say .mp3 in a folder out side the root what is the best way of letting people download that file ?
when i try a link like

it just goes looking for www.home.com/notroot/music/file.mp3

There are downloadscripts available that can do that trick, no need to reinvent the wheel.
Check some codegaleries, e.g. the one at zend.com.
