How to open a new window from a link

Hi,
I'm having trouble opening a url in a new window. What happens is that when I click on the link, the new window opens but before the url I want to open my $PHP_SELF appends itself, the url I try to open is www.councilpage.com but what appears on the address bar looks like www.myphpsite.net/www.councilpage.com.

No matter which url I use to open a new page, I'll alway get my $PHP_SELF append before the proper url.

Any ideas on how to get over this problem?

BTW I retrieve all my url's from a database based on user input, the site in kinda a small search engine for a rubbish removers company. I've used php throughout the entire site, but this problem won't go away no matter what I try...I'm a beginner with PHP.

Any help would be much appreciated. If you want to see by yourself what's happening on my site I'll email you the link.

but a http:// before the www

so:

<a href="www.councilpage.com">www.councilpage.com</a>

should be your problem

excude me i am a bit confused. It shoul of course look like that:

<a href="http://www.councilpage.com">www.councilpage.com</a>
