Yes, but you'd have to do it yourself. The idea behind detecting the speed is basically sending a big package of useless junk and time how long it takes to transfer. So you can for example set a cookie that has the current time, and send a lot of junk to the user, then that page will take the user to another page which will subtract the current time from the time in the cookie. From that you can get the speed.
