file outside root problem

hello all
Just one quick question ...

If i have a file say statement.doc stored in a folder outside the root how do i make a link to it if i just put <a href="/home/bla/uplaods/statement.doc"> LINK </a> then it goes looking for www.home.com/home/bla/uplaods/statement.doc

is this possible to do without using a getfile.php page with download headers ?
and help would be great

What would you want to a thing like that for?! I mean, what's the point of having the web site structure in a separate directory tree if you could just pick any file out of any directory on the entire machine? If you could do that you might as well have a link to /etc/passwd
