Can anyone tell me what the following warning means?
"Warning: open_basedir restriction in effect"
Is this something that I can control or does my host have to disable this restriction???

Means your in safe mode I think
You can't control that. It's a setting your host has enabled. Did you write the script? Use move_uploaded_file instead of copy()
