phpbuilder is full of articles on whatnot. php.net contains the php bible, webmonkey has anything and everyting to do with webpages, and there is always the local bookstore.
At least try and solve some of your problems before posting a question.
Are you expecting someone to sit down and write your webapp for you and post it back here?
This forum is one of the best places to seek information - replies to problems come thick and fast, but you have to try and solve the problem until you can solve it no more before asking.
