WEEKDAY OF MONTH

I need a piece of code that will give me a specified date given three arguments.

• the start date
• the weekday number (0-6)
• the week number (0-4)-
  (4 being the last week of the month, 3 being the 4th week of the month)

For example: "The 3rd Tuesday of every second month"

Any Ideas?
