passing data through the url

Hi,
Could someone help me with a snippet of code or a link where I could see how data can be sent through the URL to another page I do not want to use the POST method.

echo "<A HERF = http://X/Y/Z.php4?variable data.......

And further how it is to be accessed in the receiving page?
