does browser affect code?

I made a script for uploading data and files to a database. now for some users it is not always working, just sometimes....for others it works all the time....where is the mistake? coding or browser? How can I check what I did wrong?

I would suspect that the code itself is fine, especialy considering PHP is client side and works for some people.

The issues with different browsers could be the timeout setting people have... or just a lack of support for the "file" form input type.. Opera had that issue for a while..
