Daylight Savings problem

I'm trying to get the correct time of when my users login to the system. My server is on Eastern Time and all my users are in Arizona. I can compensate for the time zone problem by using the php built-functions, but Arizona does not have Daylight Savings. So, for half of the year, Arizona is on Mountain time and other other half Pacific Time.

The only solution I can come up with, is to create a function that checks to see if Arizona is on Pacific or Mountain by the date, then subtract either 2 or 3 hours to the current time. Is there a better solution?

I guess what I'm asking is if there is a way to do this with php's built in functions. Or if there is way to do this at the MySQL or server level. There are so many time and date functions, it's a little confusing. I'm just looking for the most efficient solution and my solution seemed so unecessary.
