Add string to begining of var

Ok here is the problem:
I have the var $event
it contains info sent via form.
such as "Party on the beach"
I would like to look like this:

"<!--EVENT--> Party on the beach"

How do I go about inserting the string "<!--EVENT-->" to the begining?
