Question 1) No, I don't think that's possible. I don't think it would be allowed, i.e to include/require other people's websites or part of them.

Question 2) Yes your form action can be any file path, be it local (i.e. action="folder/handler.php") or remote (i.e. action="http://www.some-site.com/handler.php")
