Frames-Non Frames question

I'm about to start building a new website. I already designed it in photoshop and I want a page that looks similar to this page that uses three frames (above, middle, below): http://www.semtexinc.com/issues.html

What I want on my new website is a way to code the page so that it has no frames, but the footer (the frame below on the exemple website) keeps visible on your page no matter what screen resolution you have. So that means you can only scroll the middle part of the website. Is this possible?

Well, frames is the obvious way to do it, just like on the example site. Why don't you want to use them?

The only other thing I can think of is putting the footer in a <div> tag and using JavaScript to make it always positioned at the bottom of the page. But if your goal was to be compatible with older browsers, you would have better luck with frames than with fancy JavaScript stuff.

I justed hated the stuff that comes with frames...
