Missing libct.dll

I'm complete newbie here. After I installed PHP 4.04, (on my machine is Apache server and mySQL) I tryed to call test.php file. During the load of this file, I received message that I'm missing libct.dll file. There's no such file on my machine. Can anyone help?

it usually comes with the installation it must be in the system dir or system32 dir
