A lot of news sites have pre-made things for webmasters, if you email them you can possibly get access to one.

Reproducing content from other sites without permission may be a violation of copyright law and may subject you to both civil and criminal penalties.

Many sites do provide feeds that you can license, with or without fees. MSNBC has one here:

You also should look at the aggregated feeds available from http://www.moreover.com/. Note that there is a fee if you use the information on a commercial site, including an intranet. You can get the data in XML, if you prefer, and there are a number of PHP scripts for parsing RSS-format feeds and reformatting the data to your specifications. Do a Web search for "PHP RSS"
