safe_mode_exec_dir ?

the server i'm using has safe_mode enabled.
if safe_mode_exec_dir is set to "no value"
does this mean that exec() and system() work or not?

if not and the server is running Ensim virtuals, is there a way for them (admins) to setup the value just for me?
